Planning & Zoning Division
The Town of Carolina Shores Planning & Zoning Division is responsible for planning, zoning, subdivision administration, floodplain, and environmental management for the Town of Carolina Shores and its extra-territorial jurisdiction.
- Long-range Planning - Comprehensive Planning, Transportation Planning, Capital Improvement Planning, Hazard Mitigation Planning, and Environmental Planning
- Community & Economic Development - supports the Economic Development Commission, grant coordination, resident engagement in coordination with the Public Information Officer (PIO)
- Current Planning - Zoning Text/Map Amendments, Zoning Permits, Subdivisions
- Asset Management - coordinates service request process, mapping, and logistical support of the Emergency Management Agency
- Board Support - supports the work of citizen advisory boards and committees in matters related to land use, transportation, and recreation
- Intergovernmental Relations - in conjunction with the Town Administrator and Town Clerk, works on intergovernmental relations projects in conjunction with the Chamber of Commerce, Brunswick County, the Cape Fear Council of Governments, and the State of North Carolina

Monday through Friday 8:30am to 4:30pm
Long-Range Planning
The Planning & Zoning Division has the following long-term planning processes:
- Capital Improvement Plan - plan for capital improvements until 2030: Capital Improvement Plan
- Transportation Plan - participating in a metropolitan approach through the Grand Strand Area Transportation Study (federal MPO): Grand Strand Area Transportation Study Planning Documents
- Hazard Mitigation Plan - in conjunction with the Emergency Management Agency: Hazard Mitigation Plan
Community & Economic Development
The Planning & Zoning Division has two main tasks in the area of community and economic development:
- Community Development - grant writing, volunteers, resident engagement (in conjunction with PIO)
- Economic Development - assisting the Economic Development Commission with prospects and studies
Current Planning
The Planning & Zoning Division leads the current planning function in the following areas:
- Floodplain Development - coordination of the floodplain permitting, mapping, and regulatory processes in conjunction with a cross-functional development review team comprised of employees from the Inspections Division and Front Office - Customer Service Division
- Zoning - coordination of zoning compliance permits, addressing resident inquiries, and working in conjunction with a cross-functional development review team comprised of employees from the Inspections Division and Front Office - Customer Service Division
- Plan Review - coordination of commercial, site, and subdivision plans and working with the respective citizen advisory board on the approval process
